What is 10DLC?

A brief history of messaging

The first text message was sent on December 3, 1992. It said "Merry Christmas." From there, text messaging, known formally as Short Messaging Service, or SMS, quickly became a new medium for people to communicate with each other. About ten years later, Multimedia Messaging Service (MMS) came along, allowing people to send picture messages and Christmas, Mother's Day, and Halloween would never look quite the same.

With both SMS and MMS, people could express themselves and reach friends and family instantaneously. Person-to-person communication, or P2P. Notice what is missing from that description: businesses. Messaging was not originally intended for business communication, and arguably one of the reasons SMS, MMS, and the messaging apps that followed (iMessage, WhatsApp, and the rest) succeeded so completely is because people used them, had a good experience, and were not inundated with messages from companies. If you wanted to talk to a business, or a business wanted to talk to you, that was a phone call.

Premium SMS and short codes started around 2004 as a way for companies to communicate with their customers via SMS, using a five- or six-digit code. The customer would give consent and the carrier would handle the billing. Eventually toll-free messaging was introduced as a way for companies to use the same 8XX number for both voice support and texting.

But the industry quickly saw a gap, and the gap got exploited. A business could simply buy a 10-digit phone number and send messages to customers down the P2P path, the same channel that was designed for individuals texting each other, no registration, no oversight. This caused a proliferation of spam and forced the industry to rethink how P2P messaging was being used. That rethink is where 10DLC came in.

If you searched the term "10DLC" and ended up here, you are already most of the way to understanding it. The acronym tells you almost everything you need to know:

10 Digit Long Code.

That is it. A 10-digit phone number. The same kind of phone number you have had on your cell phone for the last twenty years. (810) 555-0142. That is a 10-digit long code. Yours is too.

So why does this thing have a special name and an entire regulatory ecosystem around it? Because of whom is sending the message and why.

The thing that brought 10DLC into existence

For most of SMS history, when a message was sent from a 10-digit phone number, the assumption was that an individual was sending it through a personal messaging app. Person-to-Person, or P2P. That is how the carrier networks were designed. That is how the throughput was sized. That is how the spam filtering was tuned.

Then businesses started using software to send messages from regular phone numbers at scale. Marketing texts, appointment reminders, two-factor authentication codes, delivery notifications, password resets, and every other kind of automated message you can imagine. Software was now sending messages from phone numbers, even when an individual at a business was the one initiating them. This is called Application-to-Person, or A2P.

The carriers' networks were not built for this volume of traffic. The throughput limits were sized for individuals using messaging apps, not for software systems sending thousands of messages a minute. The spam filters were not tuned to differentiate between a legitimate retailer texting customers about a sale and a scammer running a phishing operation.

For a few years, the carriers and aggregators worked together to handle business messaging informally on what was sometimes referred to as unsanctioned long code traffic. The arrangement held together for a while, but as A2P volume grew, it became clear that a sanctioned, accountable channel was needed.

That sanctioned channel is what we call 10DLC.

What 10DLC actually is

When you hear "10DLC," what people mean is:

**A 10-digit phone number that has been formally registered for business-to-consumer messaging, where the brand sending messages and the campaign types being sent have been declared, vetted, and approved for sending into the carrier networks.**

The phone number itself is not different from your cell phone number. What is different is everything that surrounds it: the registration, the campaign declaration, the vetting, the throughput rules, the content compliance, and the accountability when something goes wrong.

The shift to 10DLC is now substantially complete. Aggregators and carriers have phased out unsanctioned long code traffic from the U.S. ecosystem. Business messaging from 10-digit U.S. numbers to U.S. consumers must go through the 10DLC framework or it is treated as unauthorized traffic and filtered or blocked accordingly.

What 10DLC is not

Because the term gets used loosely, it is worth being clear about what 10DLC is not:

It is not a short code. Short codes are 5- or 6-digit numbers (like 22000) used for high-volume messaging, with their own separate registration and approval system.

It is not toll-free messaging. Toll-free messaging uses 800-series numbers (800, 888, 877, 866, 855, 844, 833) and has its own registration framework.

It is not P2P (person-to-person) messaging. When an individual is using a messaging app to communicate one-to-one with another individual, that is P2P, and it does not require 10DLC registration. The line gets blurry in some cases, particularly with smaller business operations and customer-care exchanges, but the basic distinction holds.

It is not optional. This is the one most businesses do not fully appreciate until it is too late. If you are sending business messaging from a 10-digit U.S. number to U.S. consumers, you must use the 10DLC framework. Attempts to route business traffic through P2P or other unsanctioned paths are detected and blocked. The carriers and aggregators have made considerable investments in detection. Unregistered or grey-route A2P traffic does not work as a strategy.

Who needs to be on 10DLC

The simple version: any business that uses a 10-digit phone number to send any kind of automated, programmatic, or bulk text message to U.S. consumers should be operating within the 10DLC framework.

That is a wider net than people sometimes think. It includes:

  • The obvious cases: marketing campaigns, promotional texts, retail offers.

  • Less obvious cases: appointment reminders, delivery notifications, customer service follow-ups, prescription pickup texts.

  • Cases people often miss: two-factor authentication codes, password resets, OTP messages, account alerts, fraud notifications. Yes, even your bank's "we noticed unusual activity on your card" text is A2P traffic and needs to be registered.

  • Smaller cases: a sole proprietor real estate agent sending listing updates from their business line. A small clinic sending appointment reminders. A school district notifying parents about closures. All of it is A2P.

The dividing line is not volume. It is not whether you are a big company or a small one. It is not whether the message is marketing or transactional. The dividing line is who decided to send the message.

If a person is deciding, one by one, to send each individual message: texting a friend, replying to a customer in a one-on-one conversation, messaging a family member, that is P2P. A human is the originator, message by message.

If a business decided once that a category of messages should go out, and a system sends those messages on the business's behalf to many recipients, that is A2P. Even if a person at the business pressed the button to launch the campaign, the messages themselves were sent programmatically. That is the dividing line. If a business decided once and a system sends many, 10DLC is the channel.

What you get from doing this well

The 10DLC framework is now the only sanctioned path for business messaging on 10-digit U.S. numbers. Registration is not optional. What is worth understanding, though, is what you actually gain from doing it well, beyond just being allowed to send.

Higher throughput. Tier and class assignments depend on Brand vetting and use case. Well-vetted Brands operating clean campaigns get meaningfully better throughput than the floor. For high-volume messaging programs, this is the difference between a campaign that scales and a campaign that constantly hits ceilings.

Lower likelihood of filtering, blocks, and suspensions. The carriers and aggregators are vigilant about traffic that drifts out of compliance even after registration. Campaigns that stay aligned with what they registered, with clean content and good opt-in hygiene, see far fewer compliance interventions over time.

Building a positive track record. A clean history does not automatically raise your throughput, that is not how the system is formally documented to work, and I would not want you to count on it. But participating carefully and consistently still matters. It is simply that doing things the right way puts you in a better position than cutting corners does.

Conversely, non-compliant traffic builds a negative track record. Repeated issues can lead to campaign suspension, or in serious cases, brand-level enforcement that affects every campaign tied to that brand. The framework tracks behavior, and the consequences accumulate.

The honest summary

10DLC is the messaging framework that the U.S. wireless industry built to bring order to A2P SMS and MMS. The framework has its complexity, the acronyms can be confusing, and the cost structure has details worth understanding. That is true.

What the framework is trying to do is reasonable: make sure that when a business sends you a text message, that business has identified itself, declared what kind of messages it sends, agreed to a code of conduct, and accepted accountability when it breaks the rules. That is not a controversial goal. That is how messaging in 2026 works.
